Mine Proponent's Guide 2006

Mine Proponent's Guide: How to Prepare Terms of Reference and an Application for an Environmental Assessment Certificate (June 2006) – Working Draft Under British Columbia's Environmental Assessment Act, and associated regulations and procedures, major mine projects are required to obtain an environmental assessment certificate from the provincial government. The proponent must apply for an environmental assessment certificate through BC's Environmental Assessment Office (EAO). The Application is based on Terms of Reference prepared by the proponent and formally approved by the EAO.

The Mine Proponent's Guide is intended to provide proponents with recommended approaches for preparing the Terms of Reference and the Application. The Guide also provides guidance on key aspects of the environmental assessment process, including scoping issues, information requirements, and a description of the relationship between the Terms of Reference and baseline study work plans.

The working draft will be field-tested and reviewed for a period of six months before it is finalized.
